The Camerlengo of the Holy Roman Church and the Major Penitentiary have very specific, non-transferable duties to perform during the sede vacante. However, it is not imperative that the Major Penitentiary participate in the conclave. The current Major Penitentiary is NOT a cardinal. So he can't participate anyway.
